Command: Donate
Default Security Level: 0
Syntax: /donate unitId
The Donate command sends a unit from a player's hangar to the faction bays.
The command first checks that the player owns the unit, that donations are allowed, that the player is not on welfare and can afford the donation price, etc. If all test are passed, the unit is removed from the player's hangar, and added to the faction bay. Any costs associated with donating are taken from the player, and bays are freed up.
